First, try Wakulla Springs State Park, just outside of Tallahssee. It is a natural spring with 72 deg,. year round water temp. It is NOT alligator or snake infested! I guarantee you will like it.
If you really want to go in salt water and you do not have a boat, then somewhere between Carrabelle and Apalachicola would probably be your best bet. Snorkeling in that part of Florida from shore is not that spectacular. Even the water visibility doesn't get that great until you get to around Panama City.
