You don't. Dredging rivers or streams in flood zones does NOTHING for flood hazards. There are several ways to deal with floods. One, don't live in a floodplain. Two, build a wall around the river. Three, build hundreds of small dams and farmer ponds upstream of where you live to hold back some of the water and slowly release it.

As a matter of fact, it is exactly because of people dredging rivers and streams that a large part of our floods have gotten worse. When rivers are straightened, the water moves faster. When that happens, it increases erosion rates and flooding chances dramatically. There are many other reasons why the rivers should be left alone and we should stop trying to bend nature to our will just so we can live where we shouldn't be living.
