IF you are fishing in your home county with a pole only (no sort of line retrieval device) a license is not necessary. find a lake or pond and go for it.
watch out for gators.

The Bay in Panama City has several good spots.
Google it , or stop by the bridge at Captain Anderson's Seafood and fish there.
